Two years after a carbon tax was overwhelmingly rejected by Washington voters and months after state lawmakers declined to enact a carbon tax legislatively, Carbon tax supporters once again take their case to voters. If approved on Tuesday, Initiative 1631 would create the nation’s first carbon tax.
