A recent FERC rule may put the kibosh on Illinois’ nuclear power plant subsidies, to which it has responded with vitriol. It is threatening to manage its grid itself, which is a bad idea. The dispute between FERC and Illinois demonstrates why a carbon tax is the best way to pursue clean energy.
