Municipalities across Canada are grapphling with how to honour their climate emergency declaration and net-zero commitments. To reach net-zero by 2050, municipalities would have to ensure deep energy efficiency and/or renewable renovations in an average of ~3% existing buildings every year, starting now. PACE (property-assessed clean energy) programs could help tackle this huge task, but only if they grow at unprecedented speed to unprecedented size. .
